UGC’s new guidelines on PhD supervisors


UGC’s new guidelines on PhD supervisors issued earlier this month clarified that any regular professor of the university or institution deemed to be a university or college with at least five research publications in refereed journals and any regular associate, assistant professor of the university/institution deemed to be a university/college with a PhD degree and at least two research publications in refereed journals may be recognized as research supervisor.

The UGC has also relaxed norms in disciplines where there are limited or no number of referred journals, they are likely to further relax the condition of appointing a research scholar for the same.

UGC’s new guidelines on PhD supervisors have also specified that a full time regular teacher of the concerned university/institution can only act as a supervisor. The external supervisors are not allowed. However, co-supervisor can be allowed in inter-disciplinary areas or from other departments from the same institute with approval of research advisory committee,” the UGC mentioned.

The allocation of Research Supervisor for a selected research scholar shall be decided by the department concerned depending on the number of scholars per research supervisor.

The available specialization among the Supervisors and research interests of the scholars as indicated by them at the time of interview/viva voce, the UGC stated. while welcoming the new guidelines. “The decision would benefit at-least 600 universities across the country,” said D R More, director board of colleges and university development, Shivaji University. He added that many were under severe crunch of supervisors which frustrated the PhD aspirants. In the previous year, out of 904 seats for PhD, only 100 was filled up could get filled up as the guidelines barred external supervisors.

He further stated, “At our campus, the PhD intake declined by 90% as there were no supervisors available. We tried to accommodate maximum possible students using the resources at the campus. The new guidelines are likely to ease the pressure.”

SUK will now start the process to create revised panels of supervisors using the resources at university and college teachers, based on the new guidelines. The earlier guidelines were issued in July 2015. Since then we were taking follow-up with UGC. We had also send two of our officers Sanjay Kubal and Nilesh Bansode to UGC to present our side. During UGCs additional secretary P Prakashs Kolhapur visit vice chancellor Devanand Shinde had raised the issue before him. These efforts certainly helped UGC to understand the problem, More added.

    There are so many deemed university giving PhD in basic medical sciences as distance learning type. The candidate doing job somewsomewhere else and doing PhD in somewhere else. In this way, they are getting just degree by paying fee to the college. This will spoil this highest research degree and research progress of our country. Kindly pay attention to this matter.
